Kyiv’s resilience plan has reached a cost of over 22 billion UAH, as announced by Mayor Vitali Klitschko. He stated that the city’s share of the funding exceeds 17 billion UAH, with additional projects necessary due to the unique circumstances of the capital, including the restoration of damaged energy facilities and strengthening energy resilience in housing and the social sector.
Klitschko noted that the Kyiv community has assumed a greater financial responsibility than initially planned, which was a 50/50 funding split between the state and local government.
In contrast to the original estimate of 67 billion UAH for the plan, the current total has been adjusted to 37 billion UAH based on a realistic assessment of available resources and a detailed prioritization of projects, with 31 billion UAH allocated for nationwide significant initiatives.
According to Klitschko, Kyiv has already secured over 10 billion UAH for the implementation of the plan, with additional funds expected through loans and budget reallocations.
Progress has been made in restoring damaged energy facilities, with 65% of the work completed. The city is independently handling restoration on 16 facilities, while the Recovery Agency is working on 26 sites.
Additionally, Klitschko reported an expansion of the fleet of mobile boilers and generators, with the government transferring 12 more boilers and 10 powerful generators to the city. The city is also developing its cogeneration capacity, with current production at 57.6 MW and a target of 200 MW by the end of the year.
The mayor highlighted that the most challenging aspect of the plan is establishing a backup heating supply system. The replacement of thermal power plants in Kyiv accounts for 2.1 GW of capacity. Based on the 50/50 funding ratio, the city has contracted equipment and begun work on facilities totaling over 1,000 MW, while the Recovery Agency is addressing projects with a capacity of 564 MW.
