The State Bureau of Investigation (DBR) and the General Staff of the Armed Forces of Ukraine are conducting a large-scale operation named “Honest Draft”. This operation involves searches at over 100 recruitment centers across various regions of Ukraine.
According to DBR officials, the primary focus is identifying instances of complicity in evading mobilization in exchange for money. Additionally, there are allegations of abuse of power by military personnel within these centers, including assaults and torture of conscripts. DBR representatives emphasized that this initiative aims to comprehensively reform the system rather than merely respond to isolated incidents.
They remarked, “For many in the recruitment centers, today has truly become ‘Clean Thursday.'”
The DBR has promised to release results from the operation, including information on arrests and charges, at a later date.
Background
- In early June, the Parliamentary Commissioner for Human Rights, Dmytro Lubinets, reported that over 3,000 complaints regarding the actions of recruitment centers had been filed since the start of the year. He indicated that the actual number of potential violations could be significantly higher, as it also includes data from media and social networks. In total, more than 6,000 complaints were registered in 2025, mostly concerning alleged use of force, masked individuals, and removal of insignia by recruitment center representatives.
