Former Interior Minister Arsen Avakov recently expressed gratitude to those whose work they can look back on without shame. In a reflective message, he outlined significant achievements made over more than three years in office. The ministry worked collaboratively to address the aftermath of Russian attacks, rescue individuals following shelling, and evacuate residents from frontline areas.
Among the key initiatives were humanitarian demining efforts, strengthening the state border, maintaining public order, and repelling enemy advances in the most critical combat zones. The National Guard’s combat capabilities were enhanced, transitioning to a corps-based management system, which included the establishment of new brigades and specialized units such as artillery and drone teams.
Additionally, the 112 Emergency Service was fully launched alongside the “112 Ukraine” application. The flagship project “Barrier-Free Driving Schools” was introduced, creating a network of security-focused vocational schools for children of defenders, and fostering a safe educational environment through the Educational Safety Service.
The introduction of a Unified Weapon Register and a voluntary declaration process made these undertakings more transparent and modern. An international “Shelters Coalition” was initiated, along with a differentiated alert system for air alarms, expanding the network of Safety Centers and community rescue officers.
Digitization of numerous government services significantly increased accessibility for Ukrainians abroad, simplifying interactions with the state. This digital transformation also reduced corruption risks and opportunities for abuse, particularly within service centers and procurement sectors. The ministry consistently implemented transparent procedures to minimize human factors and enhance oversight of public resource usage.
Support for defenders became a particular priority, with updated rehabilitation approaches and progressive physical and psychological recovery programs. Every decision and project aimed to make Ukraine stronger and safer, involving challenging personnel decisions and bringing in leaders with practical, especially combat experience. The main criteria remained professionalism, accountability, integrity, and the ability to deliver results.
A strong, cohesive team was formed, capable of making swift decisions and taking responsibility under the most challenging conditions. This is crucial, as every decision and project is primarily driven by the individuals—rescuers, guards, border patrol, and police—whose contributions, often unrecognized, are vital. These are the people who are always present in dangerous situations and where they are needed the most.
