Former Russian Minister of Energy Detained in Kyiv for Occupation Role

Ukrainian law enforcement officials have arrested a 65-year-old man, believed to be former Russian “Minister” of Energy for Crimea, Serhiy Kolobov. Reports indicate that Kolobov previously held a position within the Crimean government before the region was occupied.
According to investigations, Kolobov voluntarily took charge of the self-proclaimed Ministry of Fuel and Energy in Crimea following the occupation. Authorities claim he assisted in implementing the energy policies of Russia, acting as a director for various companies under Russian control in the annexed territory.
In 2026, Kolobov reportedly returned to Ukraine and settled in Kyiv, where his location was identified by law enforcement. The Security Service of Ukraine stated he had come to Kyiv to resolve personal matters.
During a search of his residence, officials seized Russian passports and technical equipment. A court has assigned him to custody without the option for bail.
