Eugen Tomac's government program. What is the “zero priority” of the designated prime minister / What measures requested by the PSD have been introduced

The Governance Program of Prime Minister-designate Eugen Tomac has 21 chapters and “zero priority”, which is “administrative-territorial reform”. The program also includes several measures requested by the PSD to vote for the Government.

Eugen Tomac's government program was sent to the media on Saturday by his communication team, which announced that it has not yet been sent to Parliament, so it may still undergo changes. It was not sent to the parties either, politicians from PSD, PNL, UDMR and PACE confirmed for HotNews.

“Resettlement of the territorial structure, the necessary condition for any reform”

Eugen Tomac's zero priority, if it passes the Parliament's vote, is “administrative-territorial reform”.

“Romania is the only country in the EU that has not carried out an administrative-territorial reform to European standards. The resettlement of the territorial structure is the necessary condition for any sustainable sectoral reform – administration, health, education, European funds, local development”, writes in the Governance program of Prime Minister-designate Eugen Tomac.

In the program it is also written that this reform “is the precondition for the other chapters of the program to work”.

Thus, Vladimir Ionaș, the sociologist proposed for the Ministry of Development, wrote on Facebook a few days ago that this reform “is the most important structural reform that Romania can start. Not as an electoral issue and not as a theoretical exercise, but as a necessary condition for a more efficient, more balanced and more capable state to respond to the needs of citizens”.

Measures requested by PSD, in Tomac's government program

The program also includes measures requested by PSD, such as the elimination of CASS for mothers, but not for veterans or people with disabilities, and the indexation of pensions from January 1, 2027. However, the percentage by which they will be indexed is not specified.

The introduction of these measures in the government program was set as a condition by the PSD to support the prime minister appointed in the Parliament.

The Social-Democrats have not yet officially announced whether or not they will vote for the Tomac Government, the decision in this regard will be taken on Monday. The PSD is considering two options – to decide not to vote “for”, so that it is not the only big party supporting the Government, or to let each parliamentarian vote freely, as they want.

What chances does the Tomac Government have to pass Parliament

The Tomac government needs 233 votes to invest, and the votes of the PSD, which has the most MPs (128), are crucial.

PNL (76), USR (59) and AUR (90) have already announced that they will not support it. In other words, Eugen Tomac already lost 225 votes out of 465.

If he has PSD's support, Mai needs another 105 votes, which can come from:

UDMR: 31 mandates
National minorities: 17 mandates
SOS Romania: 15 mandates
United for Romania: 14 mandates
PEACE: 11 mandates
Unaffiliated / independent parliamentarians: 24 mandates.
