Mammoth tender launched by Metrorex: the Bucharest Metro is looking for security of 50,000,000 euros

Metrorex launched a tender for underground security 38% more expensive than the current contract. The three-year acquisition comes despite the criticism of former prime minister Ilie Bolojan regarding the “army of guards”, according to clubferoviar.ro.
The announcement was published in the Electronic Public Procurement System (SEAP) under the name “Security services at Metrorex SA, framework agreement for a period of 36 months”.
The total estimated value of the procedure amounts to 250,948,368 lei, i.e. approximately 50,400,000 euros. This framework agreement represents one of the largest security contracts tendered by Metrorex in recent times.
The public procedure aims to ensure security for all the objectives of the underground transport company, the main goal being to maintain a high level of safety in the entire metro network of the Capital.
The deadline for receiving offers or requests to participate is July 14, 2026, 3:00 p.m.
The previous auction with the same object was launched in February 2023, and then the total estimated value of the contract was between 185,815,526.40 and 191,389,992.20 lei.
Later, in October of the same year, Metrorex appointed the winning association formed by Senzor Guard Security, Akyle Security and Tetra Sistems Guard. The value of that contract was set at 181.58 million lei for 36 months, an annual amount 45% higher than that of the previous period. With the new auction launched now, costs increase by a further 38%.
“Army of Guards” from undergroundcriticized by Bolojan
In March of this year, Ilie Bolojan, prime minister at the time, was dissatisfied with the security contract at Metrorex.
“Think that, for example, at the CFR, while you have lines that have been under repair for years, while the traffic speed is very low, it is very difficult to perform, there you still have some understanding. But in other areas, where everything works and you don't have any particular problems, you don't have to have an understanding. But also at the CFR and at Metrorex and everywhere there are many things that can be improved. I don't think we need to have an army of guards at Metrorex which may not justify its activity, for example”, said Bolojan.
