Tongs and communication terminals for the military. There are further agreements with SAFE

The agency concluded the first agreement under the SAFE program with GISS. It concerns the delivery of 157 satellite communication terminals and amounts to PLN 2.4 billion. The contract was signed on behalf of the agency by the deputy head of the Agency, Col. Piotr Paluch.

The agency concluded another contract using EU funds with AMZ-KUTNO for the delivery of 24 Kleszcz light armored reconnaissance carriers – the contract value is almost PLN 600 million. The framework agreement for Kleszcze was signed in February 2024 and covered almost 300 vehicles, and in August 2024, a contract was signed for the delivery of 28 vehicles.
Trucks from Jelcz and Traszka sets
The three remaining contracts will not be implemented under SAFE. The agency concluded two contracts with Jelcz for medium- and heavy-duty trucks – a total of 2,000. pieces worth PLN 5.5 billion. On Thursday, two previous agreements with Jelcz for the supply of such vehicles were annexed so that the contract could be refinanced from EU funds.

On Friday, the agency concluded the latest agreement with the consortium of Dobrowolski, Autobox Innovations and Top Gun. The idea is to provide the Polish army with 160 sets for transporting tanks and heavy equipment codenamed Traszka. The cost of this contract is approximately PLN 900 million.
Contracts worth PLN 700 billion
Deputy Minister of Defense Paweł Bejda, who was present at the ceremony, noted that the Armament Agency is currently “trading” over 500 contracts, including approximately 50 that are implemented under SAFE. The total value of these agreements – according to the deputy head of the Ministry of National Defense – is PLN 700 billion. The signing on Friday of those contracts that will not be financed from the EU program is, according to Bejda, proof that AU is still operating in a normal manner.

Further contracts will be signed on Saturday. According to the EU SAFE regulation, agreements concluded by one country must be signed by May 30 to be eligible for funding from the program – this is the so-called single procurement formula shopping. The rest of the purchases made after this date must be made as common procurement, i.e. by at least two countries participating in the program.
SAFE program
The EU SAFE program provides for EUR 150 billion of support in the form of, among others: low-interest loans, primarily for purchases of military equipment manufactured in Europe. Poland, which is the largest beneficiary of the program, applied for funding for 139 projects. The funds available to Poland are to be spent primarily on the rapid rearmament of the Polish Army – especially through the purchase of military equipment from European manufacturers.
