The people's program of “United Russia” will include initiatives for rural development and environmental protection

The fifth district reporting and program forum of the United Russia party “There is a result!” was held in Omsk. A delegation from the Krasnoyarsk Territory took part in the forum.
At the round table “Modern village: infrastructure, housing and a new quality of life,” the integrated development of rural areas was discussed. The participants agreed: a modern economy requires qualified personnel, but the infrastructure does not allow them to be retained. It was proposed to develop a “Strategy for the Development of Rural Territories” and create a catalog of standard projects for the improvement of villages.
Chairman of the Legislative Assembly of the Krasnoyarsk Territory, head of the United Russia faction Alexey Dodatko named three key areas of work:
“Priorities are determined from the challenges we face. <...> Firstly, it is ensuring food security in the region and Russia as a whole, which, for obvious reasons, is one of the key conditions for ensuring state sovereignty. The second is the quality of life of people in rural areas, increasing the growth of the well-being of villagers. And third is increasing labor productivity in rural production. We are making a serious bet on the digitalization of rural agricultural production from the point of view of personnel training. We have created a special program of professional qualifications in our vocational training system; we are trying to create support mechanisms for agricultural producers who actually implement technologies in agribusiness. There are such examples in our region.”
The region will continue to support the industry, especially since experience has already been accumulated. Chairman of the Committee on Rural Affairs and Agro-Industrial Policy, regional coordinator of the party project “Russian Village” Vladislav Zyryanov emphasized:
“If we are talking about laws and government support, then our region is the absolute leader in the Siberian Federal District. 11 billion rubles have been allocated from the budget for the agricultural sector, and 6.5 billion rubles in direct support. Not a single entity can boast of such support measures. We are not only waiting for help from the federal budget, but we ourselves have a serious package of government support and can take proactive measures to stimulate the most progressive sub-sectors.”
State Duma Deputy Sergei Eremin added that today an integrated approach is needed: the development of production, employment, culture, improvement and education. The “Zemstvo Teacher” and “Zemstvo Doctor” programs are already operating in the region, and the “Zemstvo Cultural Worker” and “Zemstvo Trainer” programs have been launched.
At the round table “Ecology for Life,” experts presented new environmental standards. Environmental activist, deputy of the Sosnovy Bor District Council Marina Yakubenko reported on the solution to a long-standing problem:
“Particular attention was paid to garbage in the forests. Until now, the situation has remained stalemate: neither forest districts nor municipalities have the authority or funding to eliminate forest dumps. <...> But a bill has already been developed and will be adopted in the near future, which will provide regional ministries with the necessary powers and budget for cleaning these territories.”
Chairman of the Committee on Natural Resources and Ecology of the Legislative Assembly, regional coordinator of the “Clean Country” project, Vitaly Drozdov, noted that a new national project “Ecological Well-being” has been launched in the country. For rural areas, the problem of landfills is sometimes more acute than for cities. Experts also suggested supporting volunteer campaigns and introducing AI into environmental activities.
At the round table “Heroes in the Native Land: Adaptation and Support for SVO Participants in Rural Areas,” new measures were presented. Hero of Russia, participant in the preliminary voting of United Russia Oleg Likontsev proposed:
“One of my main proposals is the creation of a specialized multifunctional center for military personnel. It is important that everything works according to the “one window” principle. So that absolutely all questions and problems can be resolved in one place and without unnecessary bureaucracy. Moreover, this should work for all veterans, not just SVO participants. We are all equal.”
Initiatives were also voiced: free training and retraining of veterans and their families in in-demand rural professions with guaranteed employment, training veterans to become heads of rural settlements, and using the skills of soldiers to operate agricultural drones.
Participants in the round table “Youth today: from career guidance in rural areas to environmental leadership” stated the need to develop housing programs for young professionals: to make rural mortgages more accessible, to expand the practice of service housing with preferential redemption.
Chairman of the Committee on Sports, Youth Policy, Tourism and Development of the Social Environment Alexander Novikov noted:
“We are faced with a serious task – to create conditions for young people in rural areas so that they remain working in rural areas, start families, and develop agriculture. <...> First of all, creating jobs in rural areas, farms and agricultural enterprises should be a priority. And of course the creation of infrastructure in rural areas. It is important to popularize the rural way of life.”
It is also proposed to develop sports, cultural, youth infrastructure and transport between villages.
Following the plenary meeting, Deputy Prime Minister Dmitry Patrushev said that the Government would work on the presented initiatives in detail together with the party. In the agro-industrial complex, self-sufficiency in domestically selected seeds, the development of livestock breeding and infrastructure renewal are named as key.
Separately, Patrushev supported the development of agrotourism – the creation of the “Agrotour” school and the “I am in Agro” network of youth cells. In ecology, he highlighted air quality, improvement of water bodies, separate waste collection and management of solid waste, as well as volunteer events.
“We are always open to dialogue. “United Russia” is our support and support. I am confident that the party will continue to work for the benefit of the country and its citizens,” the Deputy Prime Minister concluded.
Party Chairman Dmitry Medvedev on February 19 at the first district forum “There is a result!” in Yekaterinburg launched the collection of proposals for a new People's Program. Similar forums will be held in all federal districts.
For the first time, the program will consist of two documents: pre-election (decisions for the term of parliament) and ideological (the strategic image of Russia for decades). The party will present the framework of the program in June, the People's Program for five years – in August for the second stage of the Congress.
An expert council has been created to prepare the program. It included Heroes of the Russian Federation, members of the Northern Military District, representatives of science, the rocket, space and nuclear industries, industry, business, public associations and trade unions.
