The SBU investigates more than 80% of all crimes committed by Russians on the territory of Ukraine – Khmara


The Security Service of Ukraine is investigating more than 130 thousand criminal proceedings related to the war of the aggressor country Russia against Ukraine. This was announced by the acting head of the SBU, Major General Yevgeny Khmara, at the international conference “United for Justice. Responsibility for crimes against the civilian population,” the SBU press service reports.

Within the framework of these proceedings, 80% of all crimes committed by Russians on the territory of Ukraine during the invasion are investigated, including shelling of energy infrastructure. Since the beginning of the full-scale invasion, the enemy has carried out 596 such attacks on oil and gas infrastructure alone.

“SBU investigators are systematically working to identify the perpetrators. Behind each strike there are specific names and surnames. Therefore, our task is not only to record the consequences of attacks on critical infrastructure and prove their systemic nature, but also to identify the perpetrators, commanders and organizers. And then to bring them to justice. The SBU is doing and will do everything possible to find and punish the perpetrators,” the head of the SBU emphasized.

Khmara also noted that the enemy systematically attacked targets on which the livelihoods of primarily the civilian population depended. In particular, enterprises that provided citizens with heating, gas, and water supply were under attack by the Russian Federation.

“Damage to one such infrastructure node can disrupt the functioning of all systems associated with it. This is the logic of the enemy: critical infrastructure is used as a point of influence on the resilience of society, basic living conditions, the sense of security and the ability of the civilian population to withstand a long war,” Khmara said.

According to him, Russian strikes on Ukraine’s critical infrastructure should be assessed as a systemic policy of terror against the Ukrainian people.

“These strikes did not paralyze the Ukrainian army or stop the logistics of the front. Their obvious result is different – the creation of humanitarian pressure on the civilian population, especially in the winter,” Khmara concluded.
