“We raised the barrier to enter the first league”

Radu Miruță, the Minister of National Defense, made an important announcement regarding the promotion situation of CSA Steaua, a team “blocked” for several years in League 2 due to legal issues.
The Minister of Defense claims that an essential step has been taken so that the “red-blue” team can access the Super League, by opening partnerships with the private sector.

The minister explained that one of the main barriers preventing the club from taking the step to the first league has been removed and that there is already interest from several companies.
“I've started competitive selection for a new commander. I now know what the problems are, and I'm waiting for a new commander to convince me that he has the ability to address those problems.
And the most important thing for the football club, we raised the barrier to take the steps to enter the first league. We invited the private companies that may be interested to make a partnership with the Ministry of Defense in order to check the condition of being able to be promoted in the first league.
And tomorrow afternoon is the first meeting I have with those who sent requests for interest. There are about 11-14 companies, my colleagues told me. Some were scheduled for tomorrow (no Wednesday), some for the next day. Let's see, from a commercial perspective, what the interest is and how far we are from reaching a common point”, said Miruță, to euronews.ro.
Why can't CSA promote Steaua in the Super League
Currently, CSA Steaua does not have the right to promotion in the Superleague, because it is a club under public law, subordinated to the Ministry of National Defense. According to the legislation and regulations of the FRF, state clubs cannot evolve in the first league, being organized as a private company or attracting an investor.
Because of this, the team is locked in League 2 for five consecutive seasons, starting with the 2021-2022 edition. Although it had sporting results that would have allowed it to be promoted, the Army club could not take the step to the first league: in the 2021-2022 season it finished in 4th place and played in the play-offs, in 2022-2023 it finished in 2nd place, direct promotion position, in 2023-2024 it finished in 8th place and played in the play-outs, and in the season 2024-2025 it returned to 2nd place, but without the right to promotion.
