These funds will be exempt from taxation
The main assumption of the amendment is to solve the problem of donations that have not been fully distributed within the originally planned time. The existing legal framework may have suggested the need to tax funds that flood victims did not manage to use for renovations or equipment purchases by the end of 2025.
According to the new project, the exemption will cover:
- 2024 donations: funds received immediately after the flood, which the victims did not use to remove the effects of the disaster before the end of last year
- support in 2026: new donations that will be made to flood victims in the current calendar year.

Fast legislative track
The government wants the regulations to come into force as soon as possible to eliminate tax uncertainty among residents of flooded areas. The project provides that the act will enter into force on the day of its publication in the Journal of Laws, which is to take place immediately after the completion of the parliamentary process and obtaining the president's signature.
According to the Ministry of Finance, responsible for preparing the project, the exemption should be extended because the flood was large and the victims did not have time to rebuild or renovate the destroyed houses and infrastructure.
