The establishment of the Three Seas Initiative was initiated by the presidents of Poland, Andrzej Duda, and Croatia, Kolinda Grabar-Kitarovic, during a meeting of the leaders of the region's countries on the sidelines of the UN General Assembly in New York in 2015. This year is considered the beginning of the Three Seas cooperation, and the inaugural summit of the Initiative took place in Dubrovnik in 2016.
The initiative initially brought together 12 EU member states: Austria, Bulgaria, Croatia, Czech Republic, Estonia, Latvia, Lithuania, Poland, Romania, Slovakia, Slovenia and Hungary. In 2023, this group was expanded to include Greece and now has 13 participating countries. The strategic partners of the Three Seas Initiative are: the United States, Japan, the European Commission and Germany.
