The head of CNAS, about the problems at the Floreasca Hospital: “Starting next month, we enter a situation of budgetary normality”

The president of the National Health Insurance Company, Horațiu Moldovan, said on Saturday that the authorities will carry out checks to ensure that “the funds allocated to hospitals in Romania are spent according to the needs of the patients”.

On Saturday, at Digi24, the official spoke about the situation at Floreasca Hospital, where, according to the publication, there are problems with money for medicines and sanitary materials, and the manager of the medical unit announced that he had to prioritize and reschedule patients.

“This hospital is an emergency hospital, so an emergency hospital must deal mainly with emergencies – or more with emergencies and less with chronic cases, for which there is a different specific at other hospitals. Regarding the specific situation of both this hospital and the others that requested an increase in the contract value because they provided services above the contract limit, we are considering all these hospitals,” said Horatiu Moldovan.

He explained that the institution he leads cannot pay, “even if we have money in the budget, over a certain monthly limit that is approved by the Ministry of Finance.”

“In the situation in which we are now entering a normality with the 2026 budget and in the situation in which we will identify, and I can already tell you that we have identified short-term solutions for all these hospitals, we will also make these additions to these hospitals that are doing their job well”, added the head of the CNAS.

Horațiu Moldovan said that the Floreasca Hospital “had an activity beyond expectations, so it achieved more than it contracted, such as medical services, with the Health Insurance House, and these situations sometimes happen, they are regulated by the legislation in force”.

“During this period, in the months of January, February, March, but also in April, the National Health Insurance House, due to the adoption of the recent budget law, was forced, like any other public institution of the Romanian state, to rely on a budget that monthly means 1/12 of the last year's budget. Starting from the next month, we enter a situation of budgetary normality, in the sense that we are working on the budget of 2026. In the year 2026, in the budget of the current year, we have no problems regarding the financing of any field of healthcare, let alone hospitals”, he also declared.
