President Nicușor Dan explained on Wednesday the decision to appoint Marius Voineag and Alex Florenta to the positions of deputies at the General Prosecutor's Office, respectively DIICOT. The head of state criticized on several occasions the former heads of the DNA, respectively the General Prosecutor's Office, at the beginning of the mandate.
“I believe that I can help from the position of deputy. Voineag applied for the position alone. If there were no other candidates who could prove that they are better to be deputy general prosecutors…”, said Nicușor Dan.
He stated that Marius Voineag did not try to influence him: “He never came to convince me of anything. I think he came twice, on current issues of his lordship's activity”, asked if the former head of DNA tried to convince him to appoint him to the new position of deputy.
“It was also said that the former chief prosecutors will continue to lead the prosecutor's offices from the position of deputies. There is nothing more false than that. The deputies have their role, but they do not matter in the decision-making process, just as the deputy mayor does not matter. The decision is not theirs”, the president also commented on the reactions coming from the public space.
What criticism does the head of state bring to them
Asked if he re-evaluated his position, given that at the beginning of his term he criticized the activity of the National Anti-Corruption Directorate and the General Prosecutor's Office, the president answered:
“What I reproached Messrs. Voineag and Florentsa were essentially two things – that on issues such as “CSM refuses to appoint important prosecutors to the special section for magistrates” or on what I mentioned, binding decisions of the High Court, or on the relationship with the judicial police who help the prosecutor's office, on various equipment without which you cannot do an investigation on a phone, on these issues, we did not hear in the space publicly, on behalf of the prosecutors' body, a firm position of Messrs. Voineag and Florentsa, which would say “our activity is ineffective due to these cases”, said Nicușor Dan.
The second criticism, “even more important”, concerned the results in the fight against corruption: “The citizen does not see that the DNA is really fighting the big corruption”.
“I think I made a good decision”
Nicușor Dan explained that, despite these criticisms, he took into account the experience of the two in managing institutions.
“On the other hand, if we're going to have nuances, there are people who somehow structured the activity of the prosecutor's offices they led and who have an expertise in managing many things at once and it can be effective without being the people who make decisions”, explained the leader from Cotroceni.
Asked if the decision meets the expectations of the public, including in the context of the protests that targeted the activity of Marius Voineag, the president said that he takes into account the opinions of society, but the decision belongs to him.
“I have respect for the reaction of any person in society. On the other hand, after all the information I am obliged to collect, the decision belongs to me. I think I have made a good decision”, said the president Nicușor Dan.

In February, several civic organizations protested in front of the Cotroceni Palace, dissatisfied with the proposals made by the Minister of Justice, Radu Marinescu, for the management of the large prosecutor's offices.
The demonstrators asked the president Nicușor Dan not to sign the appointment decrees.
“We are in front of the Cotroceni Palace to show Nicușor Dan that we are carefully following the appointments he makes at the General Prosecutor's Office, DNA and DIICOT,” the non-profit organization Declic said.
During the evening, President Nicușor Dan came out of the Cotroceni Palace and talked with the demonstrators. The head of state said that he will take responsibility for the decisions he will make regarding appointments in the prosecutor's office.
Previously, when asked what he thought of the proposals for the head of the prosecutor's office, the head of state said that, beyond the criticism that appeared in the public space, he sees “very interesting people” in the competition.
“What I can tell you is that I will assume the appointments that I will sign, that is, the prosecutors that will be signed by me will have my signature,” said the head of state.
“I have a hundred times more information than you,” the head of state said.
All the moments when Nicușor Dan criticized the two prosecutors
Since becoming president, Nicușor Dan has repeatedly criticized the management of the major prosecutor's offices, targeting in particular the activity of the DNA and the General Prosecutor's Office.
In September 2025, the head of state declared that “it is a big corruption that has not been disturbed”, referring to the activity of the DNA. About the activity of the General Prosecutor's Office he said that it is “very routine, where everyone deals with everything”, and spoke about the need for a more detailed evaluation of the prosecutor's offices.
Also during that period, Nicușor Dan criticized the management of the institutions, stating that “there are large corruption cases that have been prescribed” and that the problem must be sought at the level of the prosecutor's office management, in the way resources are allocated and priorities set.
In an interview given to the “Cotidianul” publication, the president said that he does not see “an attempt to decisively address the great corruption” at the DNA level and said that he does not consider extending the mandates of the management of these institutions. “Rather not,” the president said in October.
In an interview given to Europa FM in December 2024, Nicușor Dan, who had just announced his intention to run for the presidency, declared that he was not satisfied with the work of the Prosecutor General Alex Florentsa and the head of DNA, Marius Voineag, and that there are “whole areas of corruption” in the Romanian state where there is no “systematic approach” from the authorities.
Asked if he is satisfied with the activity of the general prosecutor, Alex Florenta, he answered: “No”.
Asked about the activity of the head of the DNA, the general mayor of the Capital at the time said: “I am not satisfied with his lordship either. I have not seen a systematic approach here either.”
Even before winning the elections, on the Insider Politic show on Prima TV, Nicușor Dan stated that he was “not at all, not at all” satisfied with Marius Voineag's activity.
“Definitely, the DNA has not investigated major corruption cases for years,” he said.
Regarding the General Prosecutor's Office, he criticized the lack of a managerial direction: “I don't see a managerial vision, I don't see some actions directed at areas of crime.”
