A local content ranking will be created for SP companies and local governments. “There is no turning back from the re-Polonization of the Polish economy”

There is no turning back from the path of re-Polonization of the Polish economy, Prime Minister Donald Tusk emphasized on Thursday. He noted that the actions taken, among others, by the head of MAP or the presidents of State Treasury companies are intended to make the Polish economy sovereign.

– Remember, I am looking here primarily at the presidents of the largest State Treasury companies (…), my words when I said that there is no turning back from this path of re-Polonization of the Polish industry and the Polish economy – said the head of government during a speech at the headquarters of Apator in Ostaszewo in the Kuyavian-Pomeranian Voivodeship.
He added that “some people shook their heads in disbelief, some thought it was too risky.”
– Today, I think we all understand very well that there is a need for re-Polonization, which in this particular case is called local content, (…) that my words and decisions at that time, (…) that all this constitutes an absolutely crucial issue in a world so uncertain, so exposed to regional and global conflicts – he added.
He noted that the actions taken, among others, by the Minister of State Assets or presidents of State Treasury companies are intended to make the Polish economy sovereign. – So that decisions about what we produce, who we sell to, what is needed in Poland are made here in Poland – emphasized Prime Minister Tusk.
Tusk: Polish companies are to be the first choice in public procurement
Polish companies are to be the first choice in public procurement, and the government will support such enterprises and strive to strengthen the process of re-Polonization of the economy, while respecting EU rules and the common market, Prime Minister Donald Tusk said on Thursday.
“As far as possible, we will look for all possible ideas, methods, recommendations, decisions, hard decisions, if necessary, to respect our direction of re-Polonization of the Polish economy,” said the head of government during his speech at the headquarters of Apator in Ostaszewo in the Kuyavian-Pomeranian Voivodeship.
The Prime Minister also announced that wherever the state has influence – including State Treasury companies, public institutions and public procurement – the principle of preferring domestic suppliers will be enforced. He emphasized that it is not about administrative coercion, but about using available legal mechanisms and cooperation between companies and institutions.
Tusk pointed out that economic security, including the sovereignty of supply chains and securing energy supplies and modern technologies, is becoming particularly important today. In his opinion, the experience of the war in Ukraine and tensions in the Middle East have shown how important it is to strengthen the national production potential.
The head of government emphasized that membership in the European Union remains crucial for Poland, but within its framework it is possible to take actions to strengthen the domestic industry. As he noted, “Poland must be the first choice” and the state will look for all available tools to support local producers and service providers.
The head of MAP presented the definition of local content and the importance of the criteria of “nationality of entities”
The definition of local content is the value of goods or services produced or provided by a domestic entity – said the Minister of State Assets, Wojciech Balczun, at a conference in Ostaszew near Toruń. At the same time, he presented the importance of the criteria of “nationality of entities”.
“The definition of local content is the value of goods or services produced or provided by a domestic entity. We consciously talk about a national entity because we operate in the European Union ecosystem, we are very proud of it, we respect the rules and regulations, but we want everything that will be identified with local content to be created here and to be embedded in the national reality as much as possible,” said Balczun.
Weights of the “nationality of entities” criteria:
- 25% weight: owner (real beneficiary) – registered office in Poland
- 25% weight: main subject of activity in Poland
- 15% weight: tax residence in Poland
- weight 15 percent: over 50 percent employees pay taxes and ZUS contributions in Poland
- 10% weight: registered office in Poland (KRS/CEIDG) and uninterrupted activity for at least 3 years
- 10 percent weight: over 50 percent annual turnover in Poland.
In Balczun's presentation it was written that local content means:
- as many goods as possible produced by domestic entities, as many services as possible provided by domestic entities
- as much of the invested money stays in Poland as possible
At the same time, according to MAP, the issue of local content means: respect for the EU legal order, including support for the “Buy European” program; no protectionism; consolidating good relations with allies and responding to the actions of hostile countries.
“This is a gigantic flywheel for the entire Polish economy. (…) We want to create a system so that, despite all these changes, the money stays in Poland as much as possible and influences economic growth,” Balczun said.
“The energy sector alone will invest PLN 1 trillion in the next decade,” he added.
According to Balczun, all investments of the public sector and State Treasury companies are investments worth “several trillion PLN” for the coming years.
Tusk: A ranking of local governments implementing the local content principle will be created
The government does not have direct influence on local government decisions, but it will build a ranking of local governments that implement the local content principle, Prime Minister Donald Tusk announced on Thursday. He added that Poland would care primarily about its own interests.
– The government has no direct influence on local government decisions, but we will (…) effectively build a ranking, a scoring and valuation system. And these will be numbers. Not our intuitions, but numbers, who implements the local content principle. And there will be consequences for this. Everyone must really try to respect this principle – said the head of government during a speech at the headquarters of Apator in Ostaszewo in the Kuyavian-Pomeranian Voivodeship.
He added that European or budget funds cannot go to a local government that will not respect the idea of local content. – Everything within common sense. No one will force anyone to spend money uneconomically or irrationally. But this joint effort must be truly joint, the Prime Minister emphasized.
Tusk pointed out that local governments carry out “large public procurements” on a large scale. He added that this is “big money, Polish money” that should go – whenever possible – to Polish manufacturers, Polish service providers and producers.
The head of government also announced that what we do, produce or want to buy in Poland will not be allowed to be influenced by external forces pursuing their own interests. – Our task is to promote Polish production – added the Prime Minister.
– A politician who will promote Chinese, German or American production, against Polish interests, is not patriotic and is not a patriot. And this often happens. And this will be the end of it once and for all. Our friends will understand this well because they use exactly the same methods themselves. They will respect us when they see that we are also tough negotiators and that we can take care of our own interests, Tusk said. – Yes, we will be selfish and we will take care of our own interests first and foremost – said the Prime Minister.
