“PLN 500 per resident.” Mateusz Morawiecki has an idea for a new program

The proposal assumes the introduction of a mechanism resembling the well-known 500 plus benefit, but with measures would not go directly to citizens.

New 500 plus according to Mateusz Morawiecki. Here are the details
— The program we are proposing today is a program subject to public consultations. This is a program that is supposed to be a fair program – PLN 500 is to be allocated for each resident with – as they say – floor and cap, i.e. floor and ceiling – said Morawiecki.
The program provides for specific financial restrictions for local government units. — The floor is a budget of at least PLN 5 million for each commune. And the ceiling is the mechanism that compensates for today's advantages of large cities over medium-sized cities, i.e. a ceiling of PLN 100 million per year. […] for a given local government unit – explained the former prime minister.
As he explained, the funds would be directed to municipalities and allocated to local investments.
He added that this solution is intended to prevent the largest cities from taking over a significant part of the funds. – Otherwise, Warsaw or the richest voivodeship would receive billions without this equalization process, i.e. without this floor, without this ceiling – said Morawiecki.

As he noted, in practice this means “local government PLN 500 for each resident every year”, with a guaranteed minimum of PLN 5 million for the smallest communes and a maximum of PLN 100 million for the largest cities.
Funds from the program would not be paid directly to residents. Instead, they would go to the development of local infrastructure. The indicated areas included, among others: construction of roads, sewage systems, lighting, development of public transport, as well as investments in schools and kindergartens.

The former prime minister assessed that during the PiS government, Poland was “one big construction site” and development was more sustainable. At the same time, he criticized the current authorities.
— Today, my successor stopped the local government investment support program. He returned to the system in which the new rules for financing local governments favor large cities – he said, referring to Donald Tusk's government.
He added that “the art of managing just development” is to recognize the participation of smaller centers as well.
