The text also states that “phones are of no use” and “blue light from the monitor does not spoil” children’s lunch.

The document obliges Internet providers to install technical means provided by Roskomnadzor, which, if the Russian segment is isolated from the worldwide network, will allow the agency to centrally manage the network.

At the end of 2025, the Russian Federation took first place in the world in Internet shutdowns, reported the Center for Combating Disinformation under the National Security and Defense Council of Ukraine, citing data from monitoring services.

At the end of March, the share of unsuccessful requests to Telegram domains from the Russian Federation reached almost 80% on average, reported “Kommersant”.
