In Rome, the steel “Citadel” was shown – modular underground shelters that will be installed…


The composition of two “hideout” modules, equipped as school shelters, was presented at the Ukraine Recovery Conference (URC) 2025.
Cylindrical structures with a diameter of 2.4 m are mounted in the ground at a depth of up to 5 m in school yards or next to buildings. The module for schools within the “Citadel” project is designed for 48 people, and several modules can be combined into complex configurations.
“Citadel” was created by Rinat Akhmetov's Metinvest Group, in partnership with the State Agency for Reconstruction and Development of Infrastructure of Ukraine with the support of the Ministry of Community and Territorial Development
“We already have considerable experience in the production and application of steel underground shelters – “hideouts” for defense belts and drone operators. The first underground hospital in the history of Ukraine was built from them, and now we are ready to scale these solutions for schools. This is the way to preserve our future,” says Oleksandr Myronenko, operational director of the Metinvest Group.
“Citadel” can be adapted to different conditions and objects – schools, hospitals, industrial enterprises, residential areas and front-line territories. Inside, there are places to sit or sleep, a bathroom, lighting, ventilation. The shelter is autonomous, withstands shelling and does not require connection to external power sources and water supply.
