The 34th session of the Norilsk Parliament completed its work. During the meeting, deputies made decisions on 16 issues.
The session began with reports: the head of the city of Norilsk, Dmitry Karasev, the head of the department of the Ministry of Internal Affairs of Russia for the city of Norilsk, Vadim Korolev, and the head of the Taimyr district of the Ministry of Internal Affairs of Russia for transport, Dmitry Kuritsyn, told the parliamentarians about the results of work for 2025.
As Dmitry Karasev told those present, despite the difficult financial situation (budget revenues were 2.1 billion rubles lower than planned), it was possible to fully maintain all measures of social support for citizens, including for SVO participants and their families. The city leadership paid special attention to attracting additional funds to the territory: 1.6 billion rubles were allocated from higher budgets to implement the activities of the Comprehensive Plan for the Social and Economic Development of Norilsk until 2035.
The situation on the labor market remained stable last year – the unemployment rate was 0.2%. In 2025, not only was the full implementation of all social obligations and national projects ensured, but the implementation of projects for the development of the city’s infrastructure also continued. A total of 5.6 billion rubles were allocated from the city budget for the development of the city’s infrastructure. Thus, despite serious external challenges, budget sustainability and balance are ensured in 2025. All social obligations and key development priorities of the city have been financed.
Vadim Korolev's report presented statistics on crimes and offenses over the past year. In general, there were 6.3% more crimes committed than in 2024 – 2,211, 1,000 were solved (including 41 crimes from previous years). At the same time, more than half of the crimes are thefts and fraud, including using IT: Norilsk residents continue to fall for the tricks of scammers, despite large-scale explanatory work. There has been a significant increase in serious and especially serious crimes – this is due to the strengthening of police work in the field of identifying and suppressing criminal acts related to drug trafficking. In general, the law and order situation in Norilsk remains stable, the speaker concluded.
According to Dmitry Kuritsyn, in the field of law and order in transport last year, it was possible to reduce the total number of crimes by more than 40%. A total of 57 crimes were investigated, the detection rate was over 81%. Most of the criminal acts committed are in the economic and corruption spheres. Also, quite a lot of crimes are committed in the area of drug trafficking. Separately, in his report, the head of the Taimyr Regional Department of the Ministry of Internal Affairs of Russia for transport noted that at the end of 2025, a workplace with a connection to the “Safe City” system appeared at the Norilsk airport: 6 video cameras equipped with a biometric identification function help to quickly identify citizens, including those on the wanted list.

In addition, during the session, the budget of Norilsk was adjusted for the first time since the beginning of the year. As reported, due to account balances, it was possible to significantly increase expenses for capital work. The changes affected 7 municipal programs. In general, the main parameters of the territory’s main financial document now look like this:
- income – 30 billion 125 million rubles (decrease by 72.1 million rubles);
- expenses – 33 billion 697.6 million rubles (increase by 1 billion 742.5 million rubles);
- deficit – 3 billion 572.5 million rubles (increase by 1 billion 814.6 million rubles).
“As we said when adopting the budget last year, in the very first adjustment we include capital expenditures that we could not plan initially – it was necessary to “bump up” account balances. Taking into account the difficult financial and economic situation, we are currently planning to carry out only priority work. If additional income arrives or in the event of budget savings, for example, based on the results of competitive procedures, we will promptly adjust the budget again. This is standard planned work for the deputy corps and administration. The deficit has increased, but these are all acceptable figures within the budget code,” commented the Chairman of the Norilsk City Council, Alexander Pestryakov, on the decision.
Also today, during the session, Norilsk deputies traditionally adjusted regulatory documents, including in order to bring them into compliance with current legislation. The next time parliamentarians will meet to make session decisions is in April.
