Elections to the Supreme Soviet of the USSR took place. The workers of the region elected communists to the highest body of state power: I. A. Patlay – first secretary of the regional committee of the CPSU, V. Ya. Glazer – director of the Birobidzhan boarding school, Z. T. Zinovieva – milkmaid of the collective farm “Path to Communism” of the Smidovichi district, F. P. Kotov – chairman of the executive committee of the Khabarovsk regional Council of Workers' Deputies, D. A. Peshatova – locomotive driver at the Obluchye station depot.
March 16, 1966
For special merits in the development of the national economy of the Khabarovsk Territory, by Decree of the Presidium of the Supreme Soviet of the USSR, the title of Hero of Socialist Labor was awarded to F. E. Vatutin, the chairman of the Trudovaya Niva collective farm in the Leninsky district of the Jewish Autonomous Region.

According to the regional archive, on the basis of the order of the Ministry of Light Industry of the RSFSR dated March 16, 1946 No. 262, the Birobidzhan shoe factory was established. Due to a decrease in the volume of work, the shoe factory was transformed into a workshop in May 1953, which was again transformed into a shoe factory by order of the director of the factory dated January 31, 1957 No. 81. In accordance with the resolution of the Council of Ministers of the USSR dated March 16, 1967, construction began on the shoe factory building, which was put into operation on December 30, 1971.
The main activities of the enterprise: production of children's, men's, women's summer and winter shoes.

On this day, Fira Moiseevna Kofman, Honorary Citizen of the city of Birobidzhan, pioneer of the region, labor veteran, was born.
In 1936, after graduating from the Minsk Construction College, Fira Moiseevna came to Birobidzhan.
At that time, builders had the most primitive tools: hand saws, a “goat” craftsman’s device for carrying bricks through scaffolding to the upper floors of new buildings. There were no vehicles; building materials were delivered by horses. And in this difficult time, Fira Moiseevna had to be a master. The team consisted mostly of men, sometimes old enough to be her fathers. F. M. Kofman was a hardworking, principled, responsible person who cared about people. She was respected for this.
Fira Moiseevna worked as a senior foreman, head of the production department, and safety engineer.
In 1972, F. M. Kofman represented our region at the All-Union Congress of Builders.
Fira Moiseevna has more than sixty years of work experience in the Birobidzhanstroy trust.
Fira Moiseevna is the creator and curator of the unique museum of labor and military glory of builders.
In honor of the 50th anniversary of Birobidzhan, Fira Moiseevna Kofman was awarded the title “Honorary Citizen of Birobidzhan”.

In a short note “Birobidzhan Star” (12+) by M. Zaslavskaya, “Warrior City” it is said that a team of workers from the regional department of public education raised funds for the restoration of educational institutions, kindergartens, and libraries in Stalingrad. All oblon employees contributed two and three days' wages for this purpose.
The note ends with a call to all employees of the regional education system to support the initiative started and raise funds for the restoration of the warrior city.
On the third page of the newspaper issue an article by M. Semenchuk “Exemplary Pioneer Squad” was published. It talks about the pioneer squad of the Obluchyevskaya secondary school and the glorious deeds of the pioneers.
The squad has organized 10 Timurov teams that provide assistance to the families of front-line soldiers.
Club work is well organized at school. The children are actively involved in defense, literary and physical education clubs, and sing in the school choir.
The pioneers of Obluchye are actively helping the front. For example, they collected 56 tons of scrap metal, and schoolchildren collected 31 thousand rubles for the construction of combat vehicles for the Red Army, the guys earned 11 thousand rubles on Sundays, and the pioneers earned 3.5 thousand rubles from an amateur concert. The guys transferred this money to the defense fund.
