The head of the department of housing, communal services and improvement of the Life Support Center of the city of Achinsk is suspected of exceeding her official powers out of other personal interests when concluding a contract for catching stray dogs. According to the investigation, in July 2025, a municipal contract worth 600 thousand rubles was concluded between the MKU “Central Life Center of Achinsk” and an individual entrepreneur for the provision of services for the capture, maintenance and sterilization of stray dogs in the city. Control over its implementation was entrusted to the official, but she gave instructions on the need for fewer animals to be caught, citing the fact that the contract supposedly needed to be extended over time.
“In the period from July to August 2025, the suspect, realizing that the contractor had all the resources to promptly and completely complete the work, gave the entrepreneur an illegal instruction to deliberately reduce the rate of animal capture. As a result, requests from city residents to catch aggressive dogs were not processed in a timely manner. The criminal actions of the defendant resulted in a significant violation of the rights and legitimate interests of citizens: during this period, at least 55 cases of attacks on people by stray dogs were recorded in Achinsk,” the Investigative Committee said.
Regarding A criminal case was opened against the 51-year-old attacker under paragraph “e” of Part 3 of Art. 286 of the Criminal Code of the Russian Federation, the sanction of which provides for punishment in the form of imprisonment for a term of 3 to 10 years.
