The performance criteria that a director of Romanian Waters must meet. Diana Buzoianu: “I am not a beautiful story”

The Minister of the Environment, Diana Buzoianu, announced the introduction of performance criteria for the directors of the “Romanian Waters” National Administration (ANAR), stressing that these are concrete indicators that bring more responsibility and results in the institution's activity.

“Yes, it is also possible with performance criteria at Romanian Waters! We have received many questions about the performance criteria set for this year by the directors of Romanian Waters. They are not a nice, general story. They are very clear indicators to be met, with targets, percentages and results that we expect to be delivered”, Minister Diana Buzoianu sent on Facebook.
According to her, in 2023, ANAR's management from that time decided to remove performance criteria from the directors' job descriptions. Even then there were only four or five indicators, but they were completely removed.
“Someone had to reach the ministry who would no longer allow this and a new management at ANAR who wanted to implement realistic performance criteria”, Buzoianu also specified.
Measurable indicators for the activity of directors
Among the criteria introduced are the ability to coordinate and manage. An example is the ratio between regulatory acts issued and annulled in court, which must be at least 97%.
Also, at least 95% of the institution's documents, notices, authorizations or responses must be issued within the deadlines provided by the legislation.
Another objective aims to make the inspection and control activity more efficient. According to the new rules, the number of inspections carried out must fully cover the annual plan, and each inspector must carry out a minimum of 20 inspections per month.
The criteria also include the evaluation of the capacity to realize the ongoing investments at the level of the Water Basin Administrations. The physical progress of the works must reach 100% of the established annual schedule.
In addition, the directors will also be evaluated according to financial management indicators. Among them is the budget execution, which must be 100% compared to the approved budget, but also the share of own revenues, which must represent at least 75% of the total executed budget.
14 criteria and about 30 sub-criteria
In total, the evaluation system comprises 14 performance criteria and approximately 30 sub-criteria.
The Minister of the Environment admitted that the system may seem bureaucratic, but believes that it is necessary for the efficient functioning of public institutions.
“A total of 14 performance criteria tracked with around 30 sub-criteria to be analysed. Yes, it may seem red tape. But if we don't have systems in place, we won't get out of the job of fire fighters. We need clear standards for public services delivered by authorities.”concluded Diana Buzoianu.
