The Negoiță family expands its investments in Italy: the parents of the mayor of Sector 3 bought a villa and a restaurant on the beach for 2.8 million euros

The parents of the mayor of District 3, Robert Negoiță, purchased two properties in the Italian city of Civitavecchia in 2024 and 2025: a villa of almost 1,000 square meters and a restaurant located on the beach. The total value of the transactions exceeds 2.8 million euros, according to documents consulted by investigative journalists.

The parents of the mayor of Sector 3, Robert Negoiță, purchased two properties in the last year in the Italian city of Civitavecchia, located approximately 70 kilometers from Rome. According to documents consulted by investigative newsrooms Snoop and Public Record, the total investment exceeds 2.8 million euros.
The purchases were made by Ilie and Lidia Negoiță, the mayor's parents, in two stages, in June 2024 and January 2025.
Villa of almost 1,000 square meters
The first property bought is a villa known in the city as Villa Riccucci, located in an area close to the coast of the Tyrrhenian Sea. The building, designed by the Italian architect Alfiero Antonini, has an area of 938 square meters and includes 23 rooms, basement, ground floor and first floor. The property also includes a garden, swimming pool and a garage of approximately 100 square meters.

According to the transaction documents, the villa was purchased in June 2024 by Lidia Negoiță for the amount of 1,886,000 euros, paid by bank transfer.
In her declarations to the Italian authorities, she stated that she would have her main residence in Italy, which gives her an estimated tax break of around €487,000.
Beach restaurant bought early 2025
A few months later, in January 2025, Ilie Negoiță also bought the Ideale restaurant, located on the beach in Civitavecchia, a short distance from the villa. The transaction price was 950,000 euros.
The restaurant, which seats about 300 people, has been one of the city's popular seafood destinations for decades, but has been closed for about four years.

According to journalists who visited the area in February 2025, the villa is under renovation and the restaurant has not yet reopened.
The mayor of Civitavecchia, Marco Piendibene, knows the mayor of Sector 3, Robert Negoiță. According to a local councilor, Vincenzo D'Antò, the two would have met at least twice in 2024, when the transactions began. The Italian councilor said that he visited Romania in December 2024, at the invitation of the mayor of Bucharest, to see the Aquapark Pantelimon project, an investment of the Sector 3 City Hall estimated at approximately 43 million euros.
Businesses of the Negoiță family
Over time, Ilie and Lidia Negoiță were directly associated in 16 companies. In the 1990s and early 2000s, family companies were active in areas such as carpet trade, linoleum or construction, many of which were later delisted or went bankrupt.
Later, the mayor's parents entered real estate and hotel companies, associated with the RIN group, developed by their sons.
According to a financial analysis over the last 15 years, the most profitable company in the group is RIN Grand Estate, which reported a profit of almost 10 million euros in 2024.
At the same time, several companies in which family members were involved appear in files regarding suspected tax evasion. A file opened by DNA in 2009, in which 14 of these companies were mentioned, was closed in 2020, after some of the facts became time-barred.
In another file, opened in 2019, the company RIN Grand Estate and other companies are on trial at the Bucharest Court for alleged tax evasion. The case is still in the first instance.
The mayor of Sector 3, Robert Negoiță, did not respond to requests for comments sent by journalists.
His brother, the businessman Ionuț Negoiță, however, confirmed the existence of the transactions and the amounts paid for the properties in Italy.
Lidia and Ilie Negoiță could not be contacted for a point of view.
