Permanent benefit from MOPS 2026 – income criteria and benefit amount


For people who have no chance of supporting themselves, an important support is the permanent benefit paid by the Municipal Social Welfare Center. The MOPS benefit helps cover basic living needs, and its amount and rules for granting it are strictly defined by law. Changes in income criteria and benefit amounts have a direct impact on the situation of many families and single people.

Who is entitled to permanent benefit from MOPS?
As explained in the “Entrepreneur's Guide”, the benefit is available to adults who are completely unable to work due to age (women over 60, men over 65) or disability.

As we read on the website of the Municipal Social Welfare Center in Bełchatów, total incapacity for work means:
- total incapacity for work within the meaning of the provisions on pensions and annuities from the Social Insurance Fund (certificate of a ZUS certifying doctor on total incapacity for work, or on total incapacity for work and independent existence);
- being included in group I or II of invalids, or
- having a significant or moderate degree of disability (appropriate decision of the Disability Assessment Team).
Both single people and family members can receive the benefit if they meet the income criteria.
Permanent benefit from MOPS 2026 – income criteria and benefit amount
The income criteria and amounts of cash benefits from social assistance are verified and established every three years.
In 2026, the income criterion is PLN 1,010 for a single person and PLN 823 for a person in a family. You are entitled to the benefit if your income does not exceed these thresholds. The amount of the benefit depends on the difference between income and 130%. income criterion, however it cannot exceed PLN 1,229 or be lower than PLN 100 per month.

Who cannot benefit from permanent benefits?
As the “Entrepreneur's Guide” reminds, people who “have concurrent rights to a permanent benefit” and:
- social pension,
- care services,
- special care allowance,
- allowance for a single person raising a child.
Moreover, MOPS will not pay a permanent benefit if the right to receive unemployment benefit has been lost as a result of the expiry of the statutory period for receiving it or carer's benefit.
