The Accounts Chamber of the Krasnoyarsk Territory checked how the state enterprise Transport Logistics Center spends funds during the construction of the metrotram. The audit was carried out on the basis of proposals from the deputies of the Legislative Assembly and the prosecutor's office.

As of October 2, 2025, 30.6 billion rubles were transferred to companies involved in the development of documentation and construction and installation work. Of these, almost 88% are advance payments. At the same time, the actual accepted work is only 5.7 billion, which is only 6.4% of the total amount of contracts.

Auditors note: there are practically no guarantees of the return of these advances in the event of disruption of work. This creates serious risks for the implementation of the project and the efficiency of using budget money.

The audit also revealed that contractors systematically miss deadlines for preparing documentation and construction, do not submit execution papers on time and do not insure risks. In addition, the Transport Logistics Center violated the law on the contract system: it changed the terms of government contracts and delayed payment. Auditors found “signs of damage” due to payments for uncompleted tree removal work.
