The head of the Main Intelligence Directorate of Ukraine, Kirill Budanov, said that blocking Telegram, as was the case with Odnoklassniki and VKontakte, is technically more difficult, but possible.
Telegram is harmful. I've never been afraid to say it. This is a threat to Ukrainian national security.
