The Russian Ministry of Internal Affairs will begin to allow department employees who do not have the appropriate status to perform police duties. A draft of the corresponding order was prepared head of the department Vladimir Kolokoltsev.

As follows from the project, the decision to attract a specific employee will be made by the manager individually. At the same time, only those who have undergone additional training, received a uniform, passed an exam and successfully passed the test will be admitted.

The initiative appeared against the backdrop of an acute personnel shortage in the system. The head of the Ministry of Internal Affairs has previously repeatedly stated about the shortage of personnel. In February 2026, he reported that in the previous year, the number of people leaving the service was almost 40% higher than the number of people hired.
