On this day, Sergei Borisovich Kedya was born in Obluchye.

In 1981 he graduated from the Khabarovsk Institute of Railway Transport Engineers.

He began his career in 1981 as a road foreman PCh-1 of the Khabarovsk branch of the Far Eastern Railway at the station. Obluchye.

Since 1982, he served in various positions in the state security agencies of the Khabarovsk Territory and the Jewish Autonomous Region:

1982-1986 — detective officer of the KGB department for the Khabarovsk Territory for the city and the Obluchye railway station;

1986-1989 – detective officer of the department of the KGB of Russia for the Khabarovsk Territory in the city and the Obluchye railway station, senior detective of the department of the KGB of the USSR for the Khabarovsk Territory in the Jewish Autonomous Region, student of the Red Banner Institute of the KGB of the USSR named after. Yu.V. Andropova;

1989-1997 – employee of the USSR KGB – Russian FSB Directorate for the Khabarovsk Territory;

1997-1998 — Head of the personal security group of the department for the protection of heads of constituent entities of the Russian Federation of the Federal Security Service of Russia, senior detective officer of the ECR and KROSO department of the Federal Security Service of Russia for the Jewish Autonomous Region;

1998-2001 — APS officer of the FSB of Russia;

2001-2002 — Head of the KRO department of the Federal Security Service of Russia for the Jewish Autonomous Region;

2002-2005 — Deputy Head of the Russian FSB Directorate for the Jewish Autonomous Region;

2005-2006 — Deputy Head of the Federal Security Service of Russia for the Khabarovsk Territory;

2006-2009 – Head of the Russian FSB Directorate for the Jewish Autonomous Region.

From 2009-2012, Head of the Department for Defense, Security and Law Enforcement of the Office of the Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District.

From 2012-2013, chief federal inspector in the Jewish Autonomous Region.

Awarded the medal of the Order of Merit for the Fatherland, 2nd class (2004), the medals “For Impeccable Service,” 3rd class, “For Distinction in Military Service,” 2nd class, “For Distinction in Military Service,” 1st class, “70 Years of the Armed Forces of the USSR,” and the badge “For Service in Counterintelligence,” 3rd class.

“The region was awarded this high award for its services in strengthening the friendship and brotherhood of peoples, for the successes achieved in the development of the economy and culture.” So the newspaper “Birobidzhan Star” (12+) wrote about this significant event for the region in the article “In a united formation – to new achievements!”

“In our autonomous region, Russians, Jews, Belarusians, Koreans, and representatives of many other nationalities live and work as one fraternal family. For every communist, for every working person in the region, the friendship of peoples embodies the monolithic unity of all nations and nationalities of the country, welded together by loyalty to Marxism-Leninism, united by socialist interests, great communist ideals. Everything that has been created in the region is a direct result of Lenin’s wise national policy, living the embodiment of the creative aspirations of workers, collective farmers, and intelligentsia.

Over the years of its existence, such industries as mechanical engineering, electrical engineering, mining and the building materials industry have been re-created and become leading in the economy. The products of the Dalselmash factories and power transformers, the Tunguska woodworking plant and a number of other enterprises are known far beyond the region. The volume of industrial production increased 23 times compared to 1934, the first year the region was founded. Large capital construction projects are taking place in cities, workers' towns and villages.

The hard and persistent work of agricultural workers, the enormous assistance of the Soviet state, turned our region into an important region of the Far East for the production of agricultural products. Agricultural workers do a lot to increase the sale of crop and livestock products to the state from year to year. Over the three years of the Ninth Five-Year Plan, the sale of vegetables increased by 12.8 percent, milk by 15.6 percent, meat by 7 percent and eggs by 2.4 times more than during the same period of the Eighth Five-Year Plan.

Public education and healthcare have been widely developed, a network of clubs, houses of culture, and libraries is growing, and most residents of the region have the opportunity to watch television programs.

Thousands of workers in industry, construction, transport, communications, and agriculture in the region work with great creativity and contribute to the economic and defense power of their beloved Motherland. Hundreds of leading production workers have been awarded high government awards in recent years. Far beyond the region they know about the remarkable labor deeds of the Heroes of Socialist Labor of the link-corn farmer of the Dobrinsky state farm V. E. Pazdnikov and the seamstress-motor operator of the textile and clothing factory Kh. D. Ya. Glazer, vegetable grower of the Dezhnevsny state farm A. M. Raitina and many other workers of enterprises, construction sites, collective farms and state farms.”

A message has been published on the resolution adopted by the Central Committee of the CPSU, the Council of Ministers of the USSR, the All-Union Central Council of Trade Unions and the Central Committee of the Komsomol on the results of socialist competition for the successful implementation of the state plan for economic and social development of the USSR for 1981.

The Oktyabrsky District of the Jewish Autonomous Region and the Amur State Farm of the same region were recognized as winners and awarded the Challenge Red Banners of the Central Committee of the CPSU, the Council of Ministers of the USSR, the All-Union Central Council of Trade Unions and the Central Committee of the Komsomol.
