Robert Negoiță escapes judicial control and returns to the City Hall of Sector 3. Final decision of the court

Robert Negoiță can return to the management of the District 3 City Hall, after the judges of the Bucharest Court definitively decided to revoke the judicial control measure imposed by the DNA. The decision was pronounced on Tuesday, following the appeal filed by the mayor, and is final.

The mayor had been placed under judicial control on February 5, being obliged to pay a bail of 800,000 lei and banned from exercising his position. With the court's decision, these restrictions were lifted, and Robert Negoiță can resume his duties.

The judges of the Bucharest Court analyzed, on Tuesday, the appeal filed by the mayor of District 3 against the measure of judicial control. Initially, a deadline of February 17 had been set in the file, but the court resolved the case earlier.

At 3:30 p.m., the magistrates announced the decision: Robert Negoiță's appeal was accepted, and the measure of judicial control was revoked. Under these conditions, the mayor will return to the town hall.

The arguments of the DNA prosecutors

According to the restrictions imposed by the prosecutors, Robert Negoiță was no longer allowed to exercise his position as mayor. Precisely for this reason, the mayor contested the measure, requesting the lifting of the ban.

On the other hand, DNA prosecutors requested the maintenance of judicial control. They claimed before the court that, if Robert Negoiță were to return to the City Hall, “they could tamper with evidence, contact other people under investigation, or commit new crimes.”

The court session started around 10:00 and the decision was delivered in the second part of the day.

The file in which the mayor of Sector 3 is being investigated

Robert Negoiță is being investigated in a file opened by the DNA following a journalistic investigation carried out last year by the Recorder. According to the journalists, the mayor would have used the resources of the Sector 3 City Hall to build a road on the private land owned by his brother, Ionuț Negoiță, paving the area where he was going to develop a real estate project.

It is about a road of approximately one kilometer, built behind Laminor Hall, which provides access to the lands where Ionuț Negoiță's companies intend to develop the HILS Republica real estate complex, located near the metro station of the same name.

What the prosecutors find in the investigation

The DNA documents show that, on August 22, 2025, a criminal case was opened for abuse of office, claiming that Robert Negoiță ordered, in violation of the legal provisions, the construction and asphalting of a street on his brother's land, using funds and resources of the District 3 City Hall.

Later, on November 20, 2025, the investigation was extended, also for abuse of office. The prosecutors claim that, from 2018 until now, the mayor ordered the construction and asphalting of 11 streets in Sector 3 without building permits and without the mandatory approvals from Transgaz, “generating a major danger for the safety of the residents in the area of ​​the constructed roads (explosion risk as a result of possible cracks in the gas pipelines, generated by heavy traffic on the roads built above them)”.

Following the final decision of the Bucharest Court, Robert Negoiță can resume his work at the 3rd District City Hall, while the criminal case filed by the DNA remains pending.
