Oleg Tsibukh previously served as military commissar in the Kamensky region. According to him, the money in the video is a subsidy from the Russian Ministry of Defense for the purchase of an apartment, which he has been waiting for for seven years, and the gun is his personal one.
Tsibuch left the military on October 6, 2023, after which he became a life safety teacher.
