Supplementary supplement to the social pension. Benefit extension project, costs and prospects
The Sejm is still working on regulating the injustice in the treatment of pensioners and retirees who have lost the right to a ZUS pension. The idea is to expand the number of people who receive a supplement to the social pension.

What is the supplement to the social pension itself? This benefit was introduced in 2025 and is paid by the Social Insurance Institution. The supplement is intended to increase the total amount of benefits for people with a social pension. The problem is that the ZUS benefit did not cover all people who are completely unable to work and live independently.

The difference in benefits affects people in an identical health situation but with a different professional history. Currently, people with a social pension receive a supplement, while pensioners from ZUS do not, although their needs are the same.

The origin of the problem and unequal treatment of people in identical health situations comes from a detail included in the regulations. The social pension itself is due to adults who are completely unable to work due to impairment of the body's fitness.

Inability it could have arisen before the age of 18, during education, but before the age of 25 or during further education (e.g. as part of doctoral studies).
Among Polish women and men there are also people who are de facto outside the social security system because, for example, the disability appeared after completing their education but before obtaining the required insurance experience.

From March 1, 2025, the allowance amounts to PLN 2,610.72 gross. Previously, from January 2025, the supplementary allowance was PLN 2,520 gross.
The differences in benefits are huge – with the same health condition, one person receives PLN 4,826 and the other PLN 2,226 per month. Social protests and petitions reach the Sejm, and experts talk about unequal treatment of citizens.

As Infor.pl reminds, in May 2024, the then deputy minister of family, Łukasz Krasoń, announced that inequalities would be eliminated.
“We will propose a similar solution for people on pension due to total incapacity for work and those with a certificate of inability to lead an independent life. In the opinion of the Government Plenipotentiary for Disabled Persons, the situations of these people are very similar,” said Łukasz Krasoń, whose words were quoted by Infor.pl.

As Infor.pl reminds, payments were to start from January 2025, but the project has not yet been submitted to the Sejm. The Ministry of Family admits that the project is waiting for entry into the list of legislative works of the Council of Ministers.

The decision depends on the Ministry of Finance, which – as Infor.pl explains – does not give the green light due to budget constraints for 2026-2028. The cost of extending the allowance is up to PLN 3 billion per year.
If the project has not been included in the list of government works 20 months after the promise, the real date for changes is the end of 2026 or even 2027 – and this is subject to the consent of the Ministry of Finance.
