Chisăliță: Solving heating problems requires real investments, not rags. Not paying the bill does more harm

The call for non-payment of bills related to the heating agent is not auspicious, it could lead to the bankruptcy of the companies that provide it, which would mean that not only a small percentage of those who live in the block would be in the cold, but all those who do not have alternative home heating systems.

“The dust heating system in several areas of the countrybut you can get through the winter with it, even if it only works at 80-90%.
Solving heating problems requires real investments, not rags, the replacement of a pipe here and there.
In the heating agent supply contracts, clear terms are provided, including for the temperature of the hot water or the heating agent that reaches the radiators. There are penalties that can apply to suppliers.
However, non-payment of the heating agent can lead to the bankruptcy of the suppliers, which means not only that the inhabitants of the areas affected by the accident are left without hot water and heat, but all”explained for “truth” Dumitru Chisăliță, president of the Intelligent Energy Association (AEI).
He explained that providers will have to recalculate their costs so that they also take into account real investments. “It is not normal for them (residents of the block – ed.) to pay what they did not receive, but here not to pay at all. In 3-4 years, the heating problems will be solved, if real investments are made, not to change a few pipes. Otherwise, we will still be in this situation in 15 years“, added the energy expert, when asked if it seems natural to him the urge not to pay the heating bill, if you did not benefit from heating agent at normal parameters.
Baluța: Hot water delivered below the parameters will no longer be billed
We remind you that on Sunday, the mayor of Sector 4, Daniel Băluță, said that Bucharest residents connected to the centralized heating and hot water distribution system may no longer be obliged to pay bills in situations where services are interrupted or delivered below the required parameters, according to a project initiated by PSD.
He said that the group of PSD councilors from the General Council of the Municipality of Bucharest will submit, during this week, a draft decision to protect the citizens affected by the insufficient supply of thermal energy.
“We are doing justice for the people of Bucharest, because this is no longer possible. The knife has reached the people! Thousands of blocks receive hot water at an incredibly low temperature. The water is hard, the radiators are numb. This thing will change”. said Baluta.
He stated that the measure aims for Termoenergetica and Elcen to be held responsible for providing a service according to the contracts: “What do we do? If hot water and heat are not delivered within the parameters, let whoever is to blame pay. People don't pay anything. We initiate this project in order to establish a reality: you don't deliver a quality product, you don't get the money. People don't care if it's Elcen or Termoenergetica's fault. It's not our problem, as citizens. We care about paying for a quality service. And so, the prices are what they are. It's not normal what's going on.”
The Mayor of District 4 emphasized that the measure will apply from January and will include both the supply of hot water and heat: “It's a promise we make to people who didn't receive heating agent at the parameters of the contract: starting from January, they won't pay anything anymore. Neither for hot water, nor for heat. It's a lesson, because it was time for this to happen for those who always find excuses and complain.”
Daniel Băluță's promises come in the context in which the residents of over 450 blocks in Bucharest were left without hot water and heat for almost a month, after the breakdown at CET SUD.
