— What is punished in the real world cannot go unpunished on the Internet. Today, it is difficult to effectively block such content and enforce responsibility. We need clear rules to prosecute people who abuse others, sexually abuse them or torment animals in patostreams. – noted the MP.
Politicians want to ban patostreaming. This is to be the new provision in the Penal Code
The KO project assumes: adding a new article to the Penal Code. It will cover the public dissemination – via the Internet – of video or audio recordings showing the commission of a prohibited act, as well as materials stylized as authentic, but in fact simulated.

The acts covered by the new regulations include:
- crimes against life and health,
- violations of sexual liberty and freedom,
- crimes against family and decency,
- acts committed with the use of violence,
- animal abuse and killing,
- degrading and humiliating other people.
At the same time, the project provides exemptions for artistic, educational or scientific content.
Severe penalties for advertising illegal gambling
Influencers who promote illegal gambling gameswill be punishable by 3 months to 5 years in prison. Monika Rosa points out that advertisements for foreign online casinos that operate illegally in Poland are common in social media.
— Influencers pretend that they win money in online casinos or lotteries, encouraging young people to engage in risky behavior. This often leads to addictions and serious financial problems – he emphasizes.
Protection of children and young people
KO justifies the project with the results of the “Internet of Children” report from 2025, prepared by the State Commission for Counteracting the Sexual Exploitation of Minors and the Institute of Digital Citizenship Foundation. It follows that:
- 1.4 million children aged 7-12 use social media,
- from the age of 13, almost 100 percent do it. young people
- every fourth teenager watches patostreams,
- only 12.9 percent parents know that their children have contact with them.
According to the Empowering Children Foundation, pathological content has a serious, negative impact on the emotional and cognitive development of children and adolescents.
The draft amendment is now to be submitted for consultation with experts and social organizations. KO announces that its goal is to create the broadest and most effective tools possible to combat pathostreaming and harmful content online.
