According to the supervisory authority, the boarding house opened in the fall of 2025 on Svetlogorsk Lane in Krasnoyarsk. On the ground floor of a residential building, a self-employed local resident rented space from an entrepreneur and housed 12 elderly and disabled people. They received care around the clock: meals three times a day, medications on a schedule, diapers and blood pressure measurements. The cost of living was about 50 thousand rubles per month.

“It turned out: this is not just accommodation, but a full-fledged stationary boarding house. However, without notification to the registry, without the status of a service provider, without individual programs for each. The contracts did not contain the essence – who exactly is caring for, what rights the guests have. There were no information stands, access for the disabled was not provided: no ramp, shared bathroom, shower in the chemical storage room. The rooms were crowded with 4-5 people instead of the allowed 3,” explained in the regional prosecutor's office.
