Eide noted that the effects of Russian strikes on energy infrastructure most affect the civilian population, leading to interruptions in electricity and heating supplies.

“The infrastructure providing energy to ordinary Ukrainians is the target of Russian attacks several times a week,” the minister emphasized.

The financing, provided through the European Bank for Reconstruction and Development and the Energy Community, is intended to enable the rapid purchase of gas, repair of damaged facilities and the acquisition of spare parts necessary to maintain energy production and limit the effects of attacks on residents.

In 2025, Norway allocated approximately 85 billion kroner (over PLN 30 billion) to support Ukraine as part of a program covering military, civilian and humanitarian aid. The Norwegian Parliament unanimously decided to maintain this level of support also in 2026.
