Changes in the deposit system. Stable rules for existing systems
As the Civic Coalition MP Gabriela Lenartowicz emphasized the day before, the new regulations are intended to provide a stable and predictable legal framework for market-based return systems for reusable glass bottles. – This mainly concerns beer and mineral water bottles, which have been operating outside the central deposit system for years – she pointed out.
One of the most important conveniences for consumers is abolition of the obligation to present a receipt when returning bottles in stores selling a given product range. According to Lenartowicz, this change eliminates unnecessary regulatory barriers and favors the development of pro-ecological habits, without imposing additional administrative obligations.

This is what the deposit system is supposed to be like. Applies to specific types of bottles
At the beginning of October, a deposit system was launched in Poland including drinks in plastic bottles up to 3 liters, metal cans up to 1 liter and reusable glass bottles up to 1.5 liters. The deposit is PLN 50 for plastic and cans and PLN 1 for glass bottles. Information about the packaging being subject to a deposit is included in a special sign on the label or can.
There is a three-month transitional period until the end of 2025, which is to enable producers and sellers to sell packaging introduced to the market before the system launch. The regulations also allow producers to decide not to join the system, provided they pay the so-called product fee.
The deposit system is intended to increase the level of selective collection of beverage packaging and help Poland achieve EU recycling goals. In the years 2025–2028, the required collection level is to be 77%, and from 2029 it will increase to 90%. As indicated by the Ministry of Climate, previous methods allowed collecting a maximum of approximately 45%. PET bottles. The new solutions are intended to enable achievement of levels exceeding 90%.
