Nicușor Dan declared on Tuesday evening that he has some “people in his head” for the leadership of SRI and SIE. Regarding the heads of the prosecutor's offices, the president stated that, in this case, it would be normal “there should be a consultation between the president and the prime minister”. However, the head of state was also questioned about the extent to which the PSD will have a say in relation to these appointments.

“This coalition exists, it works and it has behind it the desire of the Romanians for Romania to remain stable and pro-Western. I expect it to be a stable one, with possible minor changes. Regarding the appointment of the heads of the intelligence services, it must be emphasized that the president makes the proposals, and the Parliament has the role of validating them. For this reason, it is natural that there should be prior discussions, so that the appointments are assumed and approved. Regarding the heads of the prosecutor's offices, here, from new, it's a procedure that will be launched in the coming days. The prosecutors who want to occupy leadership positions will submit their candidacies, and the president will decide whether to appoint them or send them back. I think it's normal for there to be a consultation between the president and the prime minister“, said Nicușor Dan, on Tuesday evening, in a press conference.

The head of state was asked if, if PSD opposes, he will back down so that the social democrats remain in government.
“We have to differentiate between public statements and concrete political actions. We have seen many statements. Political action, thank God, was in the sense of preserving this coalition. The law requires that decisions be shared, and this mechanism works precisely to ensure balance and stability.”answered Nicușor Dan.

Asked if he was considering specific people for the two secret services, the president admitted:
“I've got some people in my head. There's going to be some discussion and you're going to have some names. We're getting more nuanced”

According to some G4Media sources, Nicușor Dan would negotiate with the social democrats in the next period the appointments to the heads of the prosecutor's offices and the secret services, PSD being essential in both appointments, as it is the party with the largest number of parliamentarians and, in addition, it has the Ministry of Justice (which makes the proposals for heads of prosecutor's offices).
The president is practically constrained by parliamentary arithmetic to agree with the PSD on any appointment.
The cited sources say that President Nicușor Dan's priorities are to secure the leadership of SRI and DNA.
Radu Marinescu, the Minister of Justice, will shortly start the procedure for the appointment of the new heads of the General Prosecutor's Office, DNA and DIICOT: the heads of the three prosecutor's offices, their deputies and the heads of sections. The next steps after the proposals made by the Minister of Justice are the advisory opinion of the SCM and the final decision of the president.
The initiation of the procedure for the head of the prosecutor's office comes a month after the consultations in Cotroceni initiated following the Recorder documentary.
