A small photovoltaic project developed in the commune of Secu in Dolj county, by a startup that would have accessed EU funds, brings to the fore a security problem that has already come to the attention of the authorities: the cross-border networks for obtaining Romanian citizenship, which ensure free movement in the community space, not only for people, but also for capital.
