Purchase of methadone and buprenorphine. Why the terms of the new tender raise questions, – mass media.
SE “Medical Procurement of Ukraine” launched a tender for UAH 1.199 billion for the purchase of methadone and buprenorphine. But instead of open competition, they created conditions in which only the chosen ones can win.
As RBC-Ukraine writes, two different drugs were combined into one lot. Experts directly call this discrimination: providers who are willing to give only one drug don't even have a chance.
There are only two manufacturers on the market (Interchem and Kharkiv Farmzavod). This is not a competition, but a game for two. And in conditions of war, when bidding can take place even with one participant, the state risks overpaying hundreds of millions of hryvnias.
In the EU and the USA, such purchases are always carried out separately. In Ukraine, ignoring this principle looks like an attempt to reverse the scheme where there should be savings.
