The priority measure that the Minister of Health says he is preparing for the beginning of 2026: “It should have been done for more than 15 years”

The reform in the field of blood and blood products is a priority in the first part of 2026, says the Minister of Health, Alexandru Rogobete, in an interview for News.ro. According to him, there will be six regional transfusion centers, the activity in the county centers will be reorganized, and the blood will be tested with the latest generation technology based on the detection of nucleic acids.
Also, human plasma will be processed into albumin, says Rogobete, “a measure that will bring important savings, considering that now we have to import this product (ed. – human albumin is used to restore and maintain plasma volume in patients who have lost blood or fluids for various medical reasons; it is essential in complex surgical interventions, in other different clinical situations and is administered intravenously)”.
“For the first part of next year, in addition to the reorganization of the health system and hospitals, I want us to start, as soon as the holidays pass, one of the reforms that had to be done for more than 15 years and was not done, an important reform, namely in the field of blood and blood products”, said the Minister of Health.
“Here I am referring to the reorganization of the National Institute of Transfusion Hematology, on the one hand, and on the other hand, the establishment of six regional transfusion centers in the first place, then equipping them with high-performance equipment for blood testing with the latest internationally agreed technologies, technologies based on the detection of nucleic acids, which will allow us to process plasma in Romania and produce albumin with plasma collected in Romania,” added Rogobete.
The Minister of Health also says that “it is an absolutely necessary, important reform, which, in addition to aligning us with European transfusion vigilance and blood safety standards, will produce important savings in the medium term because we will no longer have to buy albumin or other pharmaceutical products based on human plasma from other countries and we will be able to produce them here at home.”
Hospitals will be reorganized
“I think it is the most important reform in the field that can be done and for which I have the ambition to be carried out next year: the regionalization of the transfusion centers in six regional centers, the reorganization of the activity in the county centers, the increase of testing standards with the latest generation technology based on the detection of nucleic acids and, very, very important, the processing of human plasma collected through donation into albumin”, said the Minister of Health.
Also in the first part of next year, “in January, respectively in February at the latest, we will also complete the reorganization of the health units, which is absolutely necessary, we will practically reduce from 8 categories of hospitals we have now, to 4, the concept of strategic hospital is introduced, then category 1, 2 and category 3 hospitals”.
This measure will also lead to the modification of the personnel regulations – doctors, nurses, nurses, chemists, biochemists, etc. According to the Minister of Health, the personnel standard will no longer be established only depending on the number of beds, but also depending on the category of the hospital and the complexity of the cases,
“It will no longer be carried out only depending on the number of beds, but it will be carried out depending on the category of the hospital, depending on the complexity of the cases, depending on the particularity of each hospital and I think it is a great advantage for the entire health system because this is the only way we can dose the number of staff, depending on the specifics of each health unit and we can practically adapt and reduce the overcrowding and exhaustion of certain doctors, nurses in certain hospitals that have a higher addressability and, additionally with this measure, to close this reform of due to the reorganization of the hospital, the three categories of guards, the home guard, the monitoring guard and the emergency guard, will be paid,” says Alexandru Rogobete.
