On December 29, the court, at the request of the investigation, chose a preventive measure in the form of detention for a period of 2 months for the former Minister of Construction and Housing and Communal Services of the Krasnoyarsk Territory, suspected of exceeding his official powers during the construction of houses for orphans.

We would like to remind you that yesterday a criminal case was opened against Mikhail Zaskalko. criminal case under paragraph “e” of Part 3 of Art. 286 of the Criminal Code of the Russian Federation. According to investigators, he committed the crime at his former place of work, when he was in charge of Regional Department of Capital Construction.
It was established that in 2022 in the Nizhneingashsky district, a commercial company, within the framework of a government contract, built 20-apartment residential building for orphans. Zaskalko, knowing that the house was recognized as unsafe, did not take measures to terminate the contract and collect the advance payment transferred to the contractor in the amount of more than 23 million rubles.
“The defendant gave illegal instructions to his deputy and director of a commercial company to organize the construction of a new home for orphans and to develop design and estimate documentation worth about 2 million rubles. The constructed house could not be put into operation due to its non-compliance with the design and estimate documentation. As a result of the illegal actions of the defendant, the budget of the Krasnoyarsk Territory suffered material damage in the amount of about 25 million rubles, and the rights of a socially vulnerable category of citizens were also significantly violated,” the Investigative Committee said.
On Sunday, December 28, regional governor Mikhail Kotyukov fired Mikhail Zaskalko from the post of head of the Ministry of Construction and appointed Maxim Govorushkin to this post.
