There is a tender for the first section of the High-Speed ​​Railway. Route in Mazovia

On Monday, Centralny Port Komunikacyjny announced a tender for the construction of the first section of the High-Speed ​​Railway. This is a 13-kilometer section of the route between Kotowice in the Brwinów commune in Masovia and the Port Polska airport hub, but without the hub itself.

The tender concerns the design and construction of a section of railway line No. 85. The procedure was divided into two stages. In the first phase, contractors will submit applications to participate in the tender, in the second phase, Centralny Port Komunikacyjny intends to admit a maximum of six contractors. Contractors may submit applications for admission until March 2, 2026.

The selection criteria concern the contractors' experience in completed construction works, including in Poland. The criteria for evaluating offers in the procedure will be price and extension of the warranty period.

As noted by CPK, this section of HSR, which is part of the railway “Y”, connecting Warsaw, Łódź, Poznań and Wrocław, trains will be able to run at speeds of up to 350 km/h. The geometric and technical parameters of the line will be adjusted to this speed, including: inclination, curve radii, turnouts and a new standard in Poland for a traction network powered by 25 kV alternating current, while the standard used in Poland today is up to 3 kV direct current.

“Such an order has never been placed before, not only in Poland, but also in Central and Eastern Europe. The winner of this procedure will be responsible for the construction and the final design elements. We are counting on the participation of Polish companies so that the investment will be an impulse for the domestic economy,” said Maciej Lasek, the government plenipotentiary for the Central Communication Port.

As Deputy Minister of Infrastructure Piotr Malepszak recalled, the HSR section from Warsaw to Łódź is the “backbone” of the planned “Y” line, which will ultimately also reach, among others, to Sieradz, Kalisz, Wrocław and Poznań. “This investment is of great transport importance. According to the Passenger Transport Model, up to 20 percent of long-distance rail passengers in Poland will travel on this route – at least 21 million out of 111-124 million travelers in 2035, according to the PMT forecast,” emphasized Malepszak.

As part of the Port Polska investment program, the following will be built: a central airport, located between Warsaw and Łódź, and a high-speed rail system. The new airport is to be initially adapted to handle 34 million passengers per year and designed in such a way that it can be flexibly expanded in the long term, in line with the needs and market development forecasts.

According to the adopted schedule, the construction of the airport in the municipalities of Baranów, Wiskitki and Teresin is to begin in 2026. In 2031, the airport is to obtain the necessary certifications, and in 2032 it is to be put into operation together with the first section of high-speed railway in Poland: Warsaw – Port Polska – Łódź. The estimated investment cost until 2032 is PLN 131.7 billion. (PAP)
