The Minister of Construction of the Krasnoyarsk Territory became a defendant in a criminal case (video)

Minister of Construction and Housing and Communal Services Mikhail Zaskalko became a defendant in the criminal case. The Investigative Committee reported that he was suspected of exceeding official powers (clause “e”, part 3, article 286 of the Criminal Code of the Russian Federation).
It has been previously established that in 2022, under a government contract, a 20-apartment residential building for orphans was built by a commercial company in the Nizhneingashsky district. The suspect, who was the head of the Capital Construction Department, knew that the house was in disrepair, but did not take any measures to terminate the contract and collect an advance from the contractor in the amount of more than 23 million rubles.
“The defendant gave illegal instructions to his deputy and director of a commercial company to organize the construction of a new home for orphans and to develop design and estimate documentation worth about 2 million rubles. The constructed house could not be put into operation due to its non-compliance with the design and estimate documentation,” investigators said.
As a result of the illegal actions of Mikhail Zaskalko, the budget of the Krasnoyarsk Territory was damaged in the amount of about 25 million rubles, and the rights of a socially vulnerable category of citizens were also significantly violated. The issue of choosing a preventive measure in the form of detention is now being decided.
On Sunday, December 28, Governor Mikhail Kotyukov signed an order to dismiss Mikhail Zaskalko. The position was given to Maxim Govorushkin, who previously held the post of First Deputy Minister of Construction and Housing and Public Utilities of the region; today he should begin fulfilling his duties
