Zelensky reveals full, 20-point draft peace plan

The new document is a revised version of the original 28-point plan, which was supposed to be unfavorable to Ukraine. It has now been transformed into a 20-point plan that President Volodymyr Zelensky presented to journalists. Here's the full list:

  • The signatories confirm that Ukraine is a sovereign state
  • The document constitutes a complete and unquestionable non-aggression agreement between Russia and Ukraine. A mechanism will be established to monitor the conflict line using unmanned satellite surveillanceto detect violations early
  • Ukraine will receive official security guarantees
  • The size of the Ukrainian army in times of peace it will be maintained at the same level 800 thousand
  • The US, NATO and European signatories will provide Ukraine with guarantees similar to Article 5 of the NATO treaty. In the event of a Russian invasion, a coordinated military response will be launched and all global sanctions will be restored. The guarantees will be invalidated if Ukraine attacks Russian territory unprovoked. Existing bilateral security agreements with approximately 30 countries remain in force
  • Russia will formalize its position of non-aggression towards Europe and Ukraine in all necessary laws ratified by the State Duma
  • Ukraine will become a member of the European Union on a clearly defined date (President Zelensky suggests years 2027 or 2028) and will receive short-term preferential access to the European market
  • Ukraine will receive a wide economic support package including: investments in artificial intelligence, data centers and modern technologies, joint modernization and operation of gas infrastructure (pipelines, storage facilities) with the USA, reconstruction of cities and housing estates and development of infrastructure and extraction of natural resources, appointment of a “welfare administrator” (a high-ranking financial expert) to supervise the reconstruction plan
  • Funds will be created for mobilization $800 billion to cover the costs of war damage and rebuild the economy.
  • Ukraine will accelerate negotiations on a free trade agreement with the United States
  • Ukraine reaffirms commitment to remain a state without nuclear weapons
  • Zaporizhia Nuclear Power Plant (disputed point). Washington proposes a joint board of Ukraine, Russia and the US (33% each), with the US as the main supervisor. Ukraine opposes Russian control by demanding demilitarization of Enerhodar and power plants and establishing a joint venture with the USA
  • Introduction of school courses promoting cultural understanding and combating prejudice. Ukraine will adopt EU rules on the protection of minority languages and religious tolerance.
  • Front line and free economic zones (point of contention). The line of military positions on the day the agreement was signed will be considered the de facto front line. Russia must withdraw from the occupied parts of the Dnipropetrovsk, Mykolaiv, Sumy and Kharkiv oblasts. The concept is being considered “potential free economic zones” in Donbas, which is supposed to be a compromise towards the territorial demands of both sides. International forces will be placed along the front lines
  • Russia and Ukraine commit to not using force to change territorial arrangements and resolve disputes through diplomatic channels
  • Russia will not block the commercial use of the Dnieper and the Black Sea. The Kinburn Spit will be demilitarized
  • Establishing a humanitarian committee to ensureexchange of prisoners on an “all for all” basis, release of civilians, children and political prisoners
  • Ukraine must hold presidential elections so quicklyas possible after signing the agreement
  • The contract will be legally binding. Its implementation will be monitored by Peace Council chaired by Donald Trump. Violations will result in sanctions
  • The ceasefire will enter into force immediately after the agreement is accepted by all parties

According to “Kiyv Independent”, the document does not mention Ukraine's aspirations to join NATO. For the plan to come into force, it must be ratified by the Ukrainian parliament or supported by citizens in a referendum.
