From 2026, banks will strengthen checking of transfers for signs of fraud

From January 1, 2026, Russian banks will begin checking customer transactions using an expanded list of signs of fraud. The Bank of Russia has supplemented the existing rules with six new ones, which will allow them to more actively block suspicious transfers.
New signs will be:
- A transfer to a person with whom the sender has not had financial transactions for six months, if it was preceded by a large transfer to himself through SBP.
- An unusually long contact between a card or smartphone and an ATM during a contactless transaction.
- A warning from the National Payment Card System about the risk, for example, of disclosing card details to strangers.
- Changing the phone number linked to online banking or State Services less than 48 hours before the transfer.
- Signs of malware or remote access on the device from which the payment is made.
- Top up your account via an ATM from a digital card if the account owner has recently sent a large amount abroad.
In addition, from March 1, 2026, banks will be checked against the government's new system to combat cybercrime.
At the same time, all six previous criteria in force since 2018 will remain in force. The bank is obliged to block the transaction if the recipient is listed in the fraudsters’ database, if the transfer is atypical for the client, if the account is replenished from a device previously used by criminals, or if there is information about a criminal case.
Data from telecom operators about suspicious activity of a number linked to banking services is also taken into account.
