Switching between license categories, easier to obtain for some drivers / Who are the ones who escape the theory test

The law that simplifies obtaining a driver's license was published on Wednesday in the Official Gazette. Some drivers will be exempted from taking the theory test in order to acquire other license categories, according to a press release sent by USR.
This law, initiated by USR deputy Cezar Drăgoescu, allows the practical experience of drivers to be recognized and will thus reduce the costs and time required to obtain a new category of license, the party reports.
The changes introduce clear exceptions to taking the theoretical (“hall”) test where practical experience already demonstrates the driver's competence.
The law provides for the transition from category A1 to A2 or A without taking the theoretical test under the following conditions:
- to obtain the A2 category, a minimum of 2 years of experience driving an A1 category motorcycle is required;
- in order to obtain category A, a minimum of 2 years of experience in driving a category A2 motorcycle is required.
And the transition from category B1 to category B without the theory test will be applicable to people who obtained the B1 license at 16 or 17 years old and who have at least 1 year of experience in driving a B1 vehicle.
Also, people who hold a category B license on the date the law comes into force and who complete the theoretical and practical courses for category A can obtain an A or A2 license without taking the theory test. In their case, it is only necessary to pass the practical test.
“I am convinced that this project represents an important step towards normalizing the relationship between the state and the citizen, reducing unnecessary bureaucracy and building a more efficient, fairer and more predictable administrative system,” said Drăgoescu.
