Presidential veto. Andrzej Domański comments on Karol Nawrocki's movements

He pointed out that such blockades of government activities by the head of state are nothing more than that harming public financesand in this particular case, limiting the budget for treatment under the National Health Fund.
When asked if it would be the same project, he confirmed. “I don't see any reason for any change when it comes to the sugar fee“- he emphasized.
Sugar levy. What is the government's plan?
The amendment to the Public Health Act adopted by the Polish government at the end of 2025 introduced significant increases in sugar levy rates, which were to enter into force on January 1, 2026. The key change was to increase the part of the fixed levy from PLN 0.50 to PLN 0.70 per liter of a drink containing sugars or sweeteners in an amount of up to 5 g per 100 ml.
At the same time, the variable part was to be doubled, i.e. the fee for each gram of sugar above the 5 g limit, from the current 5 gr to 10 gr. The most drastic change concerned drinks containing caffeine or taurine, where the additional fee was to increase tenfold – from PLN 10 to PLN 1 per liter.

The new regulations were aimed at further limiting the consumption of sugar and energy drinks, which is part of the strategy to combat obesity and lifestyle diseases.
The proceeds from the increased levy were to continue to supply the National Health Fund, supporting the financing of prevention and treatment of the effects of excessive sugar consumption.
Andrzej Domański: this is simply pure hypocrisy
During the conversation on TVP Info, the subject of a veto on the increase in excise duty on alcohol was also raised. President Karol Nawrocki complained that neither consumers nor entrepreneurs had enough time to prepare for the increase. “Here, all statutory deadlines related to the introduction of the proposal for a higher excise tax on alcohol were naturally met” – noted Andrzej Domański.

“By vetoing these bills, the president obviously loses any mandate, any right to express concern for public finances. This is simply pure hypocrisy,” commented the minister.
When asked how much Poland loses due to the lack of any control over the cryptocurrency market, he did not answer. “Of course, there are different estimates. We have quite selective data, which is due to the fact that this market in Poland is an unregulated market.”
“We have an EU regulation that has been adopted by all European Union member states except Poland. With our bill vetoed by the president, we wanted to introduce such fundamental, basic protection for investors on this market. Unfortunately, the president did not allow this with his veto,” he commented.
What is the government counting on when preparing an almost identical act again? “We hope that the president listened to our parliamentary debate and will change his mind,” admitted Andrzej Domański.
