Ex-deputy of the Berezovsky District Council Alexander Welker received 5 years in prison for land fraud and arbitrariness, the prosecutor's office of the Krasnoyarsk Territory reported.

It was established that in 2016, the people's representative applied to the administration of the Solontsovsky village council with forged documents allegedly confirming the presence of greenhouses and silos on three municipal sites. Thanks to this trick, plots with a total area of over 68 hectares became his property at a preferential price of 554 thousand rubles, with a market value of 269 million rubles.
In addition, in In 2021, he entered into a loan agreement for 20.8 million rubles with the head of the KPK Sovet, allegedly against previously invested funds, and then, under the threat of violence and the dissemination of compromising evidence, demanded a return. Fearing for himself, the victim handed over property worth 11.5 million rubles to the ex-deputy, including money and rights to an apartment.
Alexander Welker did not admit guilt, insisting on the legality of the acquisition of land and the legality of collecting the “debt,” but the court assessed his actions as fraud on an especially large scale (Part 4 of Article 159 of the Criminal Code of the Russian Federation) and arbitrariness (Part 2 of Article 330 of the Criminal Code of the Russian Federation). He will serve his sentence in general regime colonies. In addition, the court fined him 1.5 million rubles and recovered in favor of the victim the amount of damage caused in the amount of 11.5 million rubles, as well as 10 thousand rubles in compensation for moral damage.
