According to the Wall Street Journal, the United States will soon present “Project Sunrise”. US President Donald Trump's plans to transform the Gaza Strip, where UN experts say genocide occurred, are taking shape. The cost of the project, which aims to turn the razed Palestinian territory into a tourist paradise, is expected to amount to almost EUR 100 billion (approx. PLN 421 billion at the current exchange rate).

According to media reports, potential investors have already received a 32-page PowerPoint presentation (was classified by the Americans as “having information of special importance”). Its addressees include, among others, US partners – Egypt, Türkiye and some wealthy countries of the Persian Gulf. The United States itself is also expected to contribute up to EUR 50 billion (nearly PLN 211 billion).
The materials obtained by the media present the Trump administration's plans in a surprising way. Americans are trying to make money by rebuilding the war-ravaged Palestinian territory, while the tragedy of the civilian population continues.
In the first stage, the Gaza Strip is to be cleared of debris and unexploded ordnance. Hamas tunnels to be dismantled. Residents of Gaza will live in makeshift shelters during this time. Then it will be time for the second stage, i.e. reconstruction.
The priority will be new residential buildings, infrastructure and public facilities. In total, at least 200 schools are to be built, 100,000 apartments, over 75 hospitals and medical centers and 180 mosques and cultural centers.

The third step concerns the construction of a new seat of government. Hamas ruled from Gaza City. The future government is to be based in the southern town bordering Egypt – Rafah.
Reconstruction is to begin in the south of the Gaza Strip, and Gaza City itself (located in the north of the zone, planned as a “smart city” or “intelligent city”) is to be the last point on the list.
Luxury apartments overlooking the Mediterranean Sea and an ultra-modern railway network are expected to attract investors and international tourists. The plan is spread over 20 years.
The documents clearly emphasize that Hamas is to “be demilitarized” and “remove all weapons and tunnels from use.” This means the complete disarmament of the organization. Only when this happens do the Americans plan to start rebuilding.
On Friday, December 19, Trump's special envoy Steve Witkoff discussed this issue and the second phase of the Gaza ceasefire with representatives of Qatar, Egypt and Turkey. The agreement provides for Israel's withdrawal from the zone, the transitional authorities taking over administrative matters and the sending of international stabilization forces.
Trump's “Great” Plan for Gaza
Already at the end of August, the media reached a 38-page document of the Trump administration, which described the “GREAT” plan (“Gaza Reconstitution, Economic Acceleration and Transformation”, i.e. reconstruction, economic acceleration and transformation in the Gaza Strip).
It envisaged that the Gaza Strip would remain under a U.S. trusteeship for at least a year “until a reformed Palestinian state authority is ready to take its place.”
Two million inhabitants would temporarily “voluntarily” emigrate or move to safe zones. It was not specified where exactly the Palestinians would be resettled or how their rights would be guaranteed. The plan would be financed through investment from the private sector and “Arab and other countries”, organized as a “multilateral institution”.
Palestinian landowners would receive “digital tokens” for subsequent reconstruction or housing in new cities. People who move out will receive $5,000. (nearly PLN 18,000, calculated at the current exchange rate) and rent and food allowances for a period of up to four years.
Israel would transfer powers to the GREAT fund but would retain “overriding rights to ensure its security” in the first year. Several pages of the plan also explicitly mention Western companies as partners and investors. Among them, on page 21, there is, for example, Ikea.
