ECA International assesses cities on a wide range of criteria – infrastructure, air quality, access to health care, personal safety, political tensions, access to social networks and recreational facilities, housing and amenities, and climate – to produce its annual Location Rankings.
This year, out of 275 cities analyzed, as many as 38 European cities were in the top 50. In turn, the top ten are only cities in Europe. Bern, Switzerland was announced as the leader of the ranking.
“Europe's strong performance reflects decades of investment in a clean environment, world-class health care and infrastructure,” explains ECA International. “Importantly, no European city is in the bottom 50, which underlines the attractiveness of the continent.”

City ranking. There is a clear leader
Bern is safe and livable, but is it a pleasant place to live? Well, it's beautiful. The capital of Switzerland was built on the Aare River, and its Old Town dates back to the 12th century, writes timeout.com.
If you're heading to the city, be sure to visit Freibad Marzili, a popular swimming hole where you can soak in the sparkling turquoise water, and the Kulturzentrum Reitschule, a social and event space that hosts concerts, theater performances and film screenings.
However, Switzerland is not known for its low cost of living. The ECA International city ranking includes some of the same places that are included in the list of cities with the most expensive apartments for rent or the most expensive restaurants, the portal notes.
